MARE NOSTRUM E.V.)</title><description><![CDATA[This project was desigend and developed exclusively by the Research & Development Institute V.F.F. Mare Nostrum (Austria) which is and remains the sole author and proprietor of the project. At the same time this Institute divulges the  project in its current and any  future revised state to the international scientific community , with the aim to support business initiatives  for carrying out the building of said  special ships for innovative  waste management and disposal. The Institute is available for coordinating all initiatives  on this behalf within and outside  EU countries as well as on a worldwide level, with the scope of putting into practice this innovative project. The “ Islandhopper “ project represents the first naval waste management project organised entirely in compliance with the  “ Open Source Initiative OSI “ guidelines.  Cooperation is open to  single Researchers as well as to Organizations like  R & D Centers and Universities which are available to  participate  under the  terms  set out in the International  “Open Source Initiative (OSI) “.

The costs of not responding to them can be considerable, in some cases representing a significant drag on OECD economies. Estimation of these costs can be an important part of identifying areas in which policy interventions are required, as well as of establishing priorities for future action.  However, there is considerable uncertainty associated with all stages of "costing" the impacts of  environmental and resource degradation. Even where the costs of inaction are deemed important, identifying those areas where environmental policies need to be strengthened still requires careful comparison between the marginal costs of inaction versus action.  This report provides some introductory perspectives on the costs of inaction and discusses some of the future problems likely to be encountered in this highly complex area.
