An Internet Portal to navigate the
Mediterranean "Sea" of Information on the Environment


This Clearing House Portal is an open access, web based information system designed to facilitate access and  exchange of environmental information in the Mediterranean region. It collects, organizes and provides brief descriptions of information available in various other web sites, portals and online databases through consistent metadata.
 

The information in the Clearing House is collected and published through joint efforts of a network of environmental actors of the region including regional environmental projects and organisations, Ministries of Environment and affiliated agencies, universities etc.  
 

 

The Clearing House provides shortcuts to information on a wider range of environmental topics, yet it has particular focus is on: 

        integrated waste management     
        integrated water management
        combating desertification  
        integrated coastal zone management    
        hot spots (industrial and biodiversity)     
        cleaner production 
        climate change    
        energy

The quality of life of the citizen is expected to diminish in several ways as a result of the growth in urban traffic, including increased journey times, deterioration in air quality and health of vulnerable groups, and decreased economic efficiency of industry and business. In terms of air quality it is recognised that limit values for NO2 and PM10 will be difficult to meet in many European urban areas. Current environmental assessment models, however, cannot adequately address complex traffic situations and micro-scale dispersion patterns observed in urban streets. This severely limits the ability of End Users to identify cost-effective and environmentally sustainable options for impact reduction in order to meet EU Air Quality Directives and the associated Daughter Directives. The overall aim of OSCAR will be to develop and deliver an optimised Expert System to assess the environmental impact of road traffic in terms of traffic flows, emissions and air pollution, integrated with the capability of identifying suitable impact reduction options.

The objective of NEPAP is to fill some of the gaps in the CAFE process and support CAFE with scientific assessments and deeper analyses of some crucial issues. The work will focus on a few issues, which have been identified as particular relevant. These include the importance of sources outside Europe, non-linearities, and uncertainties in source-receptor relationships. NEPAP aims to work in close collaboration with both DG Research and CAFE and through a number of small workshops evaluate the most recent findings in relation to the needs and outcome of CAFE. Experiences from earlier work on international air quality policies have demonstrated the importance of a close involvement of science in the development and evaluation of air quality strategies. The present lack of simple communication pathways between CAFE and the scientific community within the area of atmospheric transport and ecological effects is the basis for the project. With NEPAP we will strengthen the scientific support of CAFE and other air quality policies in Europe.
